    Peace and Security Cluster The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

    Background UNMAS Palestine Response

    The conflict started in Gaza in October 2023 is anticipated to leave an unprecedented amount of explosive remnants of war (ERW) across the Gaza Strip. This will further exacerbate the ERW contamination that existed prior to 7 October 2023, stemming from previous escalations since 2008.

    The ERW contamination poses an immediate risk to lives, hinders the delivery of humanitarian aid, restricts safe movement, and impedes recovery and development initiatives. This is an especially serious issue in the Gaza Strip as there are significant needs for humanitarian assistance, including rubble removal, reconstruction, food, water, and health, for almost the entire population.

    In response, UNMAS Palestine implements multiple projects to mitigate the threat of ERW in Gaza to enhance safety for the vulnerable populations, as well as for UN and humanitarian partners, through delivery of explosive ordnance disposal (EOD) response and explosive ordnance risk education (EORE). In the West Bank, UNMAS delivers EORE and develops the capacity of the national authorities, including the Palestine Mine Action Centre (PMAC) and the EOD Police of the Palestinian Authority.

  • Assist in planning and designing RE activities including public risk awareness campaigns, and community-based RE.
  • Assist in selecting and training RE facilitators who will deliver risk education sessions in communities.
  • Assist in developing a training kit including materials for the use of RE facilitators during RE sessions.
  • Assist in liaising with concerned partners and authorities in RE planning.
  • Participate in provision of Explosive Hazard Risk Awareness (RA) guidance and training to humanitarian personnel.
  • Participate in mapping of existing RE capacity and activities and materials, and identifying gaps and opportunities.
  • Assist in developing new initiatives relevant to RE, including design of materials in cooperation with partners.
  • Assist in the evaluation of RA and RE tools and methodologies.
  • Receive and analyze activity reports from implementing partners, and maintain records of data and progress of work, and produce reports as required.
  • Keep an inventory about RE materials.
  • Participate in Monitoring and Evaluation and Quality Assurance of risk education activities conducted by implementing partners, including field visits to targeted areas.
