Experience in managing and setting up emergency preparedness and response networks, preferably at the regional/international level. Experience in emergency response settings at country, regional and global level Desirable Experience in WHO and/or the UN System in the areas of outbreak response and/or humanitarian interventions. Use of Language Skills Essential Expert knowledge of English. Desirable Intermediate knowledge of either French, Russian, and/or German.

Purpose of the Position
The Global Health Emergency Corp (GHEC) Team Lead, reporting to the to the Programme Area Manager EMO, will serve as the lead for the development, regional adaptation and scaling up of the Global Health Emergency Corps (GHEC), as a collaboration platform between the operational partners and networks engaged in rapid response and leadership capacity development and coordination. The incumbent will also be deployed to emergencies when required.
Objectives of the Programme and of the immediate Strategic Objective
The mission of the WHO Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The Emergency Operations program area (EMO) uses established internal and external frameworks to strengthen the response capabilities, supply chains, partnerships and standards that need to be in place before, during and after a health emergency. This involves establishing regional standards for response, platforms for coordination, and operational support mechanisms, upon which timely and appropriate emergency operations can be deployed, leveraging relevant national and international capacities. It also involves developing and deploying internal and external expertise for acute and protracted emergency management, as well as for the scale down and recovery from emergencies.
Summary of Assigned Duties
The incumbent will perform the following duties:
1. Lead the regional GHEC and Operational Partnerships team within the WHE Emergency Operations Programme Area.
2. In coordination with the global GHEC coordination team, contribute to scaling up of the Global Health Emergency Corps (GHEC) within the region as a collaboration platform between the operational partners and networks engaged in surge capacity development and leadership coordination.
i. Develop, monitor and coordinate the implementation of a regional GHEC workplan as a planning and coordination tool across networks and partners
ii. Lead the engagement with countries in the conceptualization and setting up of a health emergency leaders network as part of the GHEC.
3. In coordination with the global EMT team, lead the regionalization of the Emergency Medical Teams Initiative in the European Region and provide technical expertise to all preparedness and response activities defined under the global and regional strategies relevant to the region. Coordinate governance and response activities of the EMT initiative in the European Region
4. Lead the implementation of the Regional EMT Knowledge and Capacity Strengthening Strategy.
i. In collaboration with the WHO European Centre for Preparedness for Humanitarian and Health Emergencies in Istanbul, Turkiye, oversee the region's establishment and growth of the Regional European EMT Capabilities Hub (REECH).
ii. Supervise the team lead of the Regional European EMT Capabilities Hub (REECH). Including the coordination of national and regional capacity strengthening efforts with a focus on surge capacity and leadership coordination strengthening, including simulation exercises, relevant trainings and mentorship.
5. In coordination with the global operational support team, oversee the regionalization of the Global Outbreak Alert and Response Network (GOARN) in the European Region and ensure it is linked to other regional networks. Expand and strengthen existing partnerships, especially through the development of new partnerships in the region or in parts of the region. Provide appropriate technical advice and assistance within the region on partnerships and promote proactive exchange of expertise and technical knowledge.
6. Lead regional efforts towards the development of a common operational platform for rapid response capabilities under GHEC, with interoperability across operational partnerships, initiatives and networks.
i. Ensure the implementation of common standards, quality assurance mechanisms, training, simulations and readiness activities, aiming to strengthen interoperability between partnership networks.
ii. Contribute to broader policies, strategies, operational plans, and standard operating procedures, and through advocacy.
7. Ensure the integration of relevant components of GHEC and operational partnerships in the wider context of WHO Regional and Country Offices readiness and response activities, including but not limited to
i. encouraging full collaboration in the implementation of a common comprehensive approach;
ii. supporting Member States and sub-regional networks in the development and implementation of SOPs and guidelines to enhance their collaboration with operational partners;
8. Deploy to emergencies when required and, as required, take on the partner coordination role in the Incident Management System (IMS) during response operations at global, regional or country level.
